Not true- the wealthy elite can. And that's the problem, because it just reinforces the cycle of putting the wealthy elite into power, over and over again, and making it so that the wealthy elite are the ones making the policies, over and over again.
The result? We get public policy that benefits only the wealthy elite, over and over again.
I recently talked with a friend who is a lobbyist, who very bluntly told me that the only way to really make a change on any level of government is to pay for it. And it disgusts him, but the only way to change that would be to enact reforms that will never happen, because the people with the money like being in charge and, because they have the money, they have the power to stay in charge.
And so it continues.
